Consultation on the operating rules

This consultation and online questionnaire provides the opportunity for stakeholders to feed back on an updated version of the Operating rules for component and Diploma awarding bodies, following publication of version 1 in July 2007. The consultation closes on 3 July 2008.

Ofqual

Ofqual, the Office of the Qualifications and Examinations Regulator, is the new regulator of qualifications, exams and tests in England. It oversees the qualifications and examinations system to make sure that it is fair, provides value for money and meets the needs of learners and employers. Ofqual has been set up to ensure that children, young people, and adult learners get the results their work deserves, that standards are maintained and that qualifications count now and in the future. Ofqual also makes sure that the qualifications available meet the needs of learners and employers.

This consultation and online questionnaire provides the opportunity for stakeholders to feed back on an updated version of the Operating rules for component and Diploma awarding bodies, following publication of version 1 in July 2007. 

Purpose of the operating rules

The operating rules set out specific regulatory requirements for the operation of the Diploma and the principal learning and project qualifications which form part of Diploma qualifications. They also refer to overall regulatory requirements on the contribution of constituent qualifications to the Diploma, so that results can be recorded and aggregated for the award of the Diploma qualification. 

Updates to the operating rules

The operating rules have been updated to reflect policy developments on:

  • the Diploma aggregation service

(the system for recording and aggregating learner achievements to enable the awarding of Diplomas)

  • the management of results
  • the Diploma transcript and certificate
  • awarding bodies' arrangements with centres

Consultation period

The consultation commences on the 29 May 2008 and finishes on the 3 July 2008 and comments are welcomed during this period. Ofqual will carefully consider all the responses received and will issue version 2 of the operating rules on the 29 August 2008.
