Agreeing the QCF Regulatory Arrangements

In order to agree the QCF regulatory arrangements, a consultation was jointly launched by QCA, DCELLS and CCEA on 29 November 2007. It closed on 29 February 2008. With the establishment of Ofqual as the qualifications regulator for England the development of the final set of arrangements became the responsibility of Ofqual, DCELLS and CCEA.

Two documents were presented for consultation by the regulators:

  • Consultation version of Regulatory arrangements for the QCF - which set out the arrangements intended to apply to organisations and qualifications within the QCF, reflecting the qualifications regulators' commitment to a strategic approach to safeguarding the needs of learners
  • Consultation version of Implementing the QCF - which outlined timelines and accompanying processes intended to support QCF implementation.

Following a period of testing and trialling, the qualifications regulators have produced revised versions of both the regulatory arrangements and the implementation proposals. These are designed to support the implementation of the QCF from August 2008 across England, Wales and Northern Ireland, subject to confirmation of the QCF by Ministers in the three countries.
