Memorandum of Understanding 2 (MOU2)

The MOU2, along with other key documents (Direction and Memorandum of Understanding 1) governs the relationship between Ofqual and QCA.

This is the principal document governing the relationship between the QCA Board and Ofqual and the accountability and responsibilities of each.  It sets the limits within which Ofqual may function; guards against Ofqual operating beyond the limits of QCA's statutory authority; provides assurance to the QCA Board that it retains sufficient control over Ofqual; and sets out the high level governance framework for the Ofqual Committee and the Acting CEO.

Direction

Issued by the Secretary of State under Schedule 4 Education Act 1997, the Direction requires QCA to set up a committee of the Board and authorises that committee to carry out the regulatory functions of QCA.
