Hedra Report
Following the announcement to create an independent regulator, Ofqual commissioned management consultants Hedra, to investigate the perceived regulation barriers to awarding bodies' further development of general qualifications that utilise technology.
Hedra consulted with the awarding bodies that offer GCE's and GCSE's in England, Wales and Northern Ireland, at both a strategic and operational level. Their findings are outlined in this report, in which they also make recommendations to Ofqual about how the regulator can ensure that their regulatory framework encourages innovation whilst continuing to maintain standards.
The recommendations have formed the basis of Ofqual's regulatory e-Strategy which is currently being embedded across the organisation. The strategy focuses on four areas: Policy, Knowledge and Research, Processes and Communication.
The aim of the strategy is to ensure that Ofqual is fully prepared for the use of technology in qualifications, assessment and learning to become more widespread.
