Principles and exemptions

These principles were developed to give guidance on the use of exemptions and certificate indications to awarding bodies, centres and regulators for the January and June 2009 GCSE, GCE and entry level examinations.
They do not supersede the Joint Council Regulations (JCQ) nor is it expected that they will cover every circumstance or enquiry. The principles aim to bring clarity to the use of exemptions and certificate indications and ensure that candidates are no worse off under the current arrangements than under earlier arrangements.
These principles will continue to be developed, to ensure that the use of exemptions and certificate indications will continue to be used as a last resort and that efforts will continue to be made by awarding bodies and regulators for fair access. Although, these principles will bring clarity to the use of exemptions and certificate indications the integrity of examinations will not be undermined.
