Intelligent regulation: trust and risk - Isabel Nisbet

This paper considers trust and risk in regulation, with particular reference to the regulation of qualifications. On 26 September 2007, the Secretary of State for Children, Schools and Families announced that the regulatory functions of QCA will transfer to a new, independent, regulatory authority, which will report directly to Parliament, rather than to Ministers. This will require legislation.

This document was published by the Qualifications and Curriculum Authority (QCA). The regulatory function of QCA is now the responsibility of the Office of the Qualifications and Examinations Regulator (Ofqual). Ofqual regulates qualifications and monitors national curriculum assessments in England.
