In December 2007 QCA published revised functional skills standards for English, mathematics and ICT. The standards will be used to develop functional skills pilot qualifications.

Functional skills standards is a technical document that defines and differentiates the skill requirements at each level for the functional skills qualifications currently being piloted. The document can be downloaded from this page.

By accessing and engaging with a wealth of experience and expertise throughout the development of the standards, QCA has carefully tailored the standards document to their specific subject areas. The format and presentation of the standards differ slightly across English, mathematics and ICT. These differences are necessary for various reasons, including the disparate nature of the bodies of knowledge.

While the standards are intended for qualification experts within awarding bodies, a wider audience can use them to identify the minimum competence requirements at specific skill levels. For this reason, the standards are of interest to audiences beyond the awarding bodies. Functional skills standards is the primary reference document for the pilot qualifications, determining the knowledge, skills, and performance expectations for each of the subjects.
