In the 2010 Schools White Paper The Importance of Teaching, the Secretary of State asked Ofqual to consider how best to reform GCSEs so that exams are typically taken only at the end of the course and to advise on how mark schemes could take greater account of the importance of spelling, punctuation and grammar.

We have considered these issues in detail and submitted advice to the Secretary of State. He has accepted this advice and Ofqual will now be working with the awarding organisations to put in place the detailed arrangements that will be needed to deliver these changes.
