Ofqual publishes Evaluation of the QCF Regulatory Arrangements

We today published the second report of a two-year project to evaluate the regulatory arrangements for the Qualifications and Credit Framework (QCF).
The conclusions from the report will be used by us as we develop our proposal for a single framework for all regulated qualifications. The proposal to introduce a single framework received broad support in a recent consultation. The single framework will be developed and introduced in the context of our new strategic approach to regulation.
The QCF was developed as part of a programme of vocational qualifications reform introduced by the previous Government. The current Government has signalled the need for further reform in its response to the Wolf review of vocational qualifications for 14 - 19 learners. The findings of the evaluation will be used by us as we fulfil our commitment to contribute regulatory discipline to any future reforms to qualifications.

- The report is published by Ofqual and its regulatory partners in Wales (DfES) and Northern Ireland (CCEA).
- The QCF provides a framework for the development, assessment and award of unit-based and credit-based qualifications. It provides a structure within which unit-based qualifications are located and achievements are recognised through the award of credits and qualifications. It allows the level and size of achievements to be easily identified and supports the accumulation and transfer of credits between qualifications and awarding organisations.
